Virginia Governor Abigail Spanberger, who assumed office as a moderate Democrat in 2025, has advanced legislative measures drawing criticism for their impact on Second Amendment rights and taxation. Her administration recently enacted a gerrymandering referendum approved by voters on Tuesday, which reconfigured the state’s congressional districts from six Democratic to five Republican into ten Democratic and one Republican district.
Tazewell County Circuit Court Judge Jack Hurley declared the amendment and its enabling legislation “void ab initio” due to constitutional violations. The judge stated that the referendum required approval by two legislatures separated by a House of Delegates election—a process not feasible until 2027—and that the ballot language was “flagrantly misleading.” The question was framed as a vote to “restore fairness in the upcoming elections,” but Geiger Capital noted the change effectively shifts Virginia from a state where Kamala Harris narrowly won by five points to ten Democratic and one Republican districts.
Judge Hurley also found the referendum violated state statutory law, including requirements for public notice and timing. Former Virginia Attorney General Ken Cuccinelli reported that the state Supreme Court will hear arguments on Monday, with a decision expected in May.
Additionally, Virginia lawmakers have approved bills restricting Second Amendment rights, such as a ban on AR-15-style firearms and magazines holding more than 14 rounds of ammunition. A law imposing penalties for leaving handguns visible in unattended vehicles explicitly exempts members of the General Assembly.
This week, Wolf Blitzer questioned Governor Spanberger’s support for the partisan ballot measure: “You campaigned for governor as a moderate, seeking to represent all Virginians, but what do you say to constituents who feel this ballot measure was partisan and only serves the interests of the Democratic Party?”
During an interview, Governor Spanberger shifted focus to her policy agenda, highlighting initiatives in housing affordability, healthcare, energy, agriculture, and forestry. She emphasized Virginia’s agricultural sector as its leading private industry and forestry as the third-largest.
The governor has faced criticism over the expansion of tax measures in Virginia, including proposals such as a leaf blower tax, gym membership tax, dog grooming tax, dry-cleaning tax, and vehicle repair tax—among more than 50 new taxes introduced within the last three months. Conservative TV host Laura Ingraham described Virginia’s trajectory with the phrase “Adiós, Virginia. The new California,” a reference to expanding government programs without clear fiscal responsibility.
The administration has faced scrutiny regarding the potential consequences of its tax policies and legislative changes.
